The Department of Motor Vehicles (DMV) has been conducting enforcement operations in San Diego, Fresno and Sacramento counties aimed at unlicensed vehicle dismantlers. According to the DMV, there were a total of 240 citations between 2017 and the beginning of 2018 related to unlicensed facilities in all 3 counties. Unlicensed vehicle dismantlers not only operate without the necessary permits but also received tremendous cost advantages over complying facilities by not investing in the environmental regulations.
